This project will develop a concise set of guidelines and tools for priority setting, and apply them to two different resource allocation problems, the one focusing on equitable redistribution of health services toward the most vulnerable in Namibia, and the other on the sustainability of the Aarogyasri Health Insurance Scheme for the poor in Andhra Pradesh, India. The project will provide essential capacity building and enhanced technical inputs from the World Health Organization (WHO) in support of the long-expressed aim of these two governments to reduce existing inequities with respect to the allocation of and access to resources for health.
